According to the law, District agencies are mandated to use their contracting and procurement authority to ensure they achieve an annual goal. This goal involves procuring and subcontracting 50 percent of the dollar volume of goods and services, including construction-related ones, to Small Business Enterprises (SBEs) within the available budget.
For District agencies with contracts exceeding $250,000, a 35 percent utilization plan for SBE subcontracting is required, and monitoring must occur throughout the contract's duration unless an exemption is granted. However, contracts falling below the $250,000 threshold must be reserved for Certified Business Enterprises (CBEs).
