2023 Foggy Bottom West End Feasibility Study Grant

The Department of Small and Local Business Development (DSLBD) is pleased to announce the release of the results of the Foggy Bottom West End Feasibility Study Grant for the Fiscal Year 2023. This extensive study has now been completed and the following are the findings:

The Department of Small and Local Business Development (DSLBD) is excited to announce that it is accepting applications for the Foggy Bottom West End Feasibility Study Grant for the Fiscal Year 2023. DSLBD will award one service area grant for $100,000 to a qualified nonprofit organization or a Certified Business Enterprise (CBE). 

The grant's objectives are to produce a feasibility study addressing the feasibility of a D.C. Main Streets program for a Foggy Bottom and West End commercial corridor. The focus must be on its necessity, practicability, sustainability, viability, benefits, and compatibility with the D.C. Main Streets program. The grant opens on January 9, 2023, and will close on January 30, 2023, at 4:00 PM (EST).

A pre-application information session will be on Thursday, January 17, 2023, at 4:00 PM. The session will be conducted online. Anyone interested in attending the information session may send an email to [email protected] to obtain a link to the meeting.

  • 17th Street, N.W., on the east;
  • Rock Creek Park on the west;
  • the Potomac River on the south;
  • Pennsylvania Avenue, N.W., on the north.

This grant's performance period is February 15, 2023, through May 31, 2023.

Final Deadline

The application submission deadline is Monday, January 30, 2023, at 4:00 PM (EST).

Who can apply?

Eligible applicants are nonprofit organizations incorporated in the District and local businesses certified by DSLBD as a Certified Business Enterprise ("CBE"). All applicants must be current on all D.C. business licenses, permits and taxes, and fiscal and programmatic grant reporting requirements if applicable.

How do I apply?

To access the online application form, an organization must first register by completing and submitting an online Expression of Interest ("E.I."), a registration form found at OCTO Quickbase.

Applicants must complete and submit on or before Monday, January 30, 2023, at 4:00 PM. DSLBD will not accept applications submitted via hand delivery, mail or courier service. Late submissions and incomplete applications will not be forwarded for any further review.

DSLBD will hold a virtual information session on Thursday, January 17, 2023, at 4:00 AM. Details on the date and time of information sessions can be found on DSLBD's Eventbrite page at http://dslbd.eventbrite.comApplicants are highly encouraged to attend an information session.
