APPLICATION
- Where can I apply?
The application can be accessed through the District Enterprise System (“DES”) at: https://des.dslbd.dc.gov/s/login/?ec=302&startURL=%2Fs%2F.
- When are applications due? My grants portal is showing a different time than the Request for Applications (“RFA”).
Applications are due March 17, 2026, at 2:00 pm Eastern Time, as published in the RFA. If your grants portal shows a different due date or time than the RFA, please refer to the RFA for the correct due date and time.
- Where can I access the Information Session recording?

ELIGIBILITY
- Are nonprofits eligible to apply for the CBE Sustainable Energy Grants?
- Nonprofits are not eligible to apply for the CBE Energy Contract Services Grants or the CBE Energy Business Support Lottery Grants.
- Nonprofits are eligible to apply for the Energy Expansion Grants.
- Can I apply to all three grant programs under the CBE Sustainable Energy Grants?
Yes. Applicants may apply to all three programs; however, they can only receive an award under one grant program.
AWARD/PROGRAMMING
- What is the period of performance?
The period of performance for each grant will begin on the date the relevant grant agreement is executed (typically late May) and will end on September 30, 2026.
- Can I purchase or lease a company fleet vehicle with grant funds?
No. The purchase or lease of a vehicle is not an allowable use of grant funds.
- Will expenses require DSLBD approval before funds are used by or disbursed to grantees?
- Yes.
- The CBE Energy Business Support Lottery Grants are reimbursement-based grants. Once notified of selection, awardees must submit proof of purchase and proof of payment for expenses incurred between October 1, 2025, and May 8, 2026. DSLBD will review documentation to confirm that the expenses comply with the grant agreement. Funds will only be disbursed for the approved amount.
- The CBE Energy Contract Services Grants and Energy Expansion Grants are advance payment grants. Applicants must submit a budget plan with their application for DSLBD review and approval. Additionally, as part of grant reporting, awardees are required to submit proof of expenditure documents, including receipts, bank statements showing expenditures, and other documentation DSLBD deems necessary.
- Yes.
- Do I need to list the District of Columbia as an additional insured on my insurance policies at the time of my grant application?
No. The District only needs to be added as an additional insured if the applicant is awarded a grant.
- Are there remote work policies and restrictions related to these grants?
Because this is a local grant, work must be performed within the District. If awarded, grantees may be required to conduct at least one in‑person training session.
