Notice of Available Funding: FY25 CBE All Things Green Grant
DC Department of Small and Local Business Development (“DSLBD or the Department”) is excited to announce that it will begin accepting applications for the Fiscal Year (“FY”) 2025 Certified Business Enterprise (“CBE”) All Things Green Grant Program, beginning January 20, 2025. CBE All Things Green Grant Program is a DSLBD initiative created to promote and support CBE's involvement in the expanding green and environmentally sustainable infrastructure and energy markets. In partnership with DC’s Department of Energy and Environment (“DOEE”), DSLBD supports CBEs by providing training opportunities to prepare them for DOEE, DC Sustainable Energy Utility (“DCSEU”), and other green and environmentally sustainable procurement opportunities.
CBE Green Contract Services Grants: DSLBD intends to award up to four (4) grants between $50,000 to $70,000 each from $240,000 in available funding for FY 25.
CBE Green Pitch Grant: DSLBD intends to award one (1) grant of $50,000 to the CBE that conducts the CBE Green Pitch training program and award CBE Green Pitch Competition participants between $1,000 and $10,000 from the $175,000 in total funding for FY 25.
CBE Green Business Support Lottery Grants: Via a randomized lottery, DSLBD intends to award CBEs registered with DSLBD as small, resident-owned, and disadvantaged nine (9) grants, ranging up to $7,000, from $59,500 in available funding for FY 25.
CBE Green Event Grant: DSLBD intends to award $25,500 to one (1) CBE that will plan DC’s CBE Green Industry Rally Day.

Notice of Available Funding: FY25 Business-to-Business Service Provider Grants
Department of Small and Local Business Development (“DSLBD” or “Department”) is excited to announce that it will begin soliciting applications for the FY 25 B2B Service Provider Grants starting January 17, 2025. The FY 25 B2B Service Provider Grants are limited to small, DC-based, DC-resident owned, for-profit businesses and non-profit organizations. The FY 25 B2B Service Provider Grants will benefit program participants by offering local businesses and Certified Business Enterprises (“CBE”) a wider range of hyper-local expertise and additional business development opportunities.
The Department intends to award around ten (10) to fifty (50) grants between $500 and $50,000, on a rolling basis per service area, from the $400,000 in total available programmatic funding for FY 2025.

Notice of Available Funding: ReFashion Pitch Competition
The Department of Small and Local Business Development (“DSLBD” or the “Department”), a District of Columbia (the “District,” “D.C.,” or “DC”) Government agency, is excited to announce that it will begin soliciting applications for the FY 25 ReFashion Pitch Competition starting November 18, 2024.
The FY 25 ReFashion Pitch Competition is an opportunity for businesses to pitch a problem or opportunity in the sustainable fashion market with a viable solution. The pitch award will range between $2,500 and $6,000 per winner and will be held during National Small Business Week in May 2025.
This pitch competition encompasses two (2) distinct competition tracks:
- Fashion Empowerment
- Textile Alternatives/Upcycling
DSLBD intends to award approximately six grants, between $2,500 and $6,000, from the $49,500 in total available programmatic funding for FY 25.

Notice of Available Funding: 2025 Aspire Program
The Department of Small and Local Business Development (DSLBD) is excited to announce that we will accept applications for the 2025 Aspire Incubator Program starting December 23, 2024.
The Aspire Incubator Program is a cohort-based training program for up to 20 DC residents who are returning citizens and/or justice-involved, starting or growing a DC-based business. The Aspire Incubator Program is an opportunity for participants to grow DC-based microbusinesses within a community of support and receive stipends for completing various business development milestones for up to $5,000 in direct stipends.
